In October 2018, New York's Governor announced a historic plan to redevelop and transform John F. Kennedy International Airport into a modern 21st century airport. The Port Authority of New York and New Jersey is implementing this redevelopment program. The JFK Redevelopment Program is currently seeking a motivated and experienced Senior Project Manager to provide program management oversight of the roadway infrastructure design and construction in compliance with Port Authority initiative, policies, guidelines, codes, and regulations for a nearly $20B Program. The Senior Project Manager will be part of the program management team, reporting to the Senior Program Manager - Airport Redevelopment Infrastructure.

Responsibilities include

• Acts as the client's agent in delivering PMC services in the areas of strategic planning, design management, procurement/contract management, construction oversight, project closeout and acceptance, and operations/maintenance.

• Routinely resolves difficult issues of significant financial impact, assessing and managing risk on behalf of the client.

• Interacts with senior government or public officials and/or clients on significant program matters often requiring coordination between organizations. Agencies include PANYNJ, NYSDOT, NYCDOT, NYCDEP, NYCDDC, FAA.

• Chairing interagency coordination meetings, tracking action items and issues to resolution.

• Oversight and coordination of complex roadway project staging and schedules among internal / external projects to ensure smooth delivery.

• Responsible for defining staffing needs for the delivery of projects, providing direction and oversight to Project Managers, client staff and consultants.

• Has an awareness and understanding of the political environment and sensitivities in which a program is being delivered.

What You'll Do:

• Actively manages project scope, schedule and budget. Serves as the primary client liaison to bring the schedule, budgets and scope of work to completion and to the client's satisfaction.

• Implements the firm's project delivery plan using HNTB's Sophisticated Delivery Approach (SDA) on each project.

• Develops project scope and fee quotation, and assists in the preparation of proposals and contracts.

• Provides oversight and monitoring of work to less experienced project managers. Coordinates work efforts and review work performed. Schedules and manages for integration of quality management during all phases of a project.

• Oversees project staffing with departments, offices and divisions.

• Performs other duties as assigned.

What You'll Need:

• Bachelor's degree in Engineering or relevant degree

• 16 years relevant experience

• In lieu of education, 20 years relevant experience

What We Prefer:

• Experience working with PANYNJ, NYSDOT and NYCDOT agencies and their processes.

• Previous direct management and oversight of multiple project managers.

• 13 years combination of a) proven program mgmt. and/or senior PMC role, b) managing or leading a team in successful delivery of PMC projects.

• Aviation experience, large Aviation programs ($500M+) preferred.

• Roadway and/or Traffic Planning experience

• New York or New Jersey PE or ability to obtain by reciprocity.

The approximate pay range for New York is $120,833.65 - $236,245.27. Please note that the pay range provided is a good faith estimate for the position at the time of posting. Actual compensation will be dependent on factors, including but not limited to, the individual's qualifications, experience, knowledge, skills, and abilities as well as physical work location within the state.
