  • Description: Develops, plans & schedules proposals in

    accordance with estimating policy,Federal

    Acquisition Regulations (FAR) & Defense Federal

    Acquisition Regulations (DFARS) requirements,

    USG Bus. System Requirements & other govt.

    regulations. Shapes, develops & matures bus.

    case analyses & cost methods resulting in a

    comprehensive bid/price strategy. Develops

    initiatives to increase profitability & cashflow.

    Acts as the estimating lead on proposals

    compiling cost, schedule, & technical elements

    to development proposals in accordance with

    Request For Proposal (RFP) specs. Coordinates

    the collection of cost, scheduling, & performance

    elements from functional departments. Performs

    financial modeling & analyses related to major

    proposals, including rate studies & analysis, bus.

    case development, cash flow analysis, NPV &

    IRR & presents analyses & recommendations to

    leaders. Researches & analyzes historical data,

    develops cost models to support proposal efforts

    & determination of accuracy of functional

    estimates. Participates in should-cost & pricing

    reviews with mngmt & customer reps.

    Participates as a member of the contract

    negotiating team & interacts with DCAA /other

    audit agencies. Initiates process improvements

    to enhance productivity & efficiency within

    pricing & estimating functions. May provide day-to-day direction & guidance to less senior

    Proposal Analysts. Develops, communicates, &

    implements Estimating & Pricing

    policies/procedures, & conducts monitoring &

    surveillance activities to ensure that the

    policies/procedures are being thoroughly &

    consistently implemented. Possesses

    comprehensive written & oral communications

    skills to support proposal development activities,

    executive proposal reviews, fact-finding & negotiations, & interaction with DCAA/other

    audit agencies.

    Basic Qualifications:

    Ability to obtain a security clearance (Secret)

    Accounting, Finance, Economics or Business-related degree

    Strong Microsoft Office skills including Excel

    Previous fact finding/negotiation experience

    TINA process and requirements and Certification

    Strong written and verbal communication skills

    Desired Skills:

    Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education, with 10 years of professional experience; or 8 years of professional experience with a related Masters degree.

    MFC systems (EFS/SAP) and processes

    Production and development proposal preparation to include

    - EPP preparation and presentation

    - BOE Development and Generation

    - RAC review process

    - Proposal strategy and analysis

    - Cost volume preparation

    - Review of RFP requirements

    Ability to multi-task

    Ability to lead proposal activity from RFP through negotiations /certification

    Proactive self-starter

    Security Clearance Statement: This position requires a government security clearance, you must be a US Citizen for consideration.

    Ability to Work Remotely: Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.

    Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.

    Schedule for this Position: 4x10 hour day, 3 days off per week
