Position: Program Manager

Location: Vienna, VA

Education: At a minimum, must possess a Bachelor's degree in Engineering, Physics, Chemistry, Operations Research, Mathematics, Finance, Economics, or Business Administration. A PhD or Master's Degree in same subjects is desired.

Experience: 20 years of total experience relevant to national security systems. Of that, the PM must have a minimum of 15 years of systems engineering and analysis, technical & intelligence analysis, operations research, data analytics/science, or cost analysis experience. IC-wide Technical Collection or Intelligence Surveillance & Reconnaissance (ISR) experience is preferred. A minimum of 15 years of team personnel management and leadership experience is required. This experience may be concurrent with experience in any of the areas addressed above.

If the candidate has an advanced degree, then 15/10 years experience is substituted for the above.

CARSS II supports the ODNI Resources, Cost, and Effectiveness organization responsible for developing independent cost estimates and assessments of IC major systems acquisitions. RC&E focuses on explicit national priorities and criteria; presents analyses and alternatives to the ODNI and IC that are balanced, feasible, and comprehensive. The work products inform IC decision making through detailed analytic assessments.
