    We're looking for an experienced and collaborative Program Cost & Procurement Manager tojoin our Program Management Team supporting a major client in New York, NY . As a key member of our team, you'll provide day to day leadership, support and execution of resource / supply management services to make sure that the program's goods and services, including purchasing and subcontracting, meet project schedules and expectations while overseeing and managing several procurement team members. Additionally, you'll provide day to day leadership, support and execution of financial functions for projects and the overall program. You will be responsible for budget/cost control, change management analysis, forecasting, and reporting along with managing project and program budget/cost controls, change management, reporting functions, updates, and presentations to all levels of management with Jacobs and the client.

    We'll rely on you to oversee and manage public procurements, competitive bid and award process, perform all subcontract formation duties for assigned subcontracts, including prequalification of bidders, solicitation of proposals, proposal evaluations, source selection recommendations as well as lead negotiation of contract terms and pricing issues, conformance and finalizing of agreements, and subcontract issuance and execution. You'll ensure applicable prime contract flow-downs are identified, addressed, and included in assigned subcontracts and obtain necessary reviews and approvals of bidder exceptions, bid evaluations, source selection recommendations, subcontracts, change order management prior to execution, contractual compliance, invoice verification, performance evaluation, closeout of agreements, and records retention.

    You'll oversee project budgets/cost management (e.g., project cost and commitments tracking, project cost forecast, labor, and other direct costs monitoring), forecasting, the preparation of project monthly reports, weekly change management reports and the program's online dashboard, support and lead the team on all project budget, funding, invoice processing and assist in resolving invoice related issues. This entails working with a variety of stakeholders to schedule and plan work, coordinate equipment and materials, and monitor overall progress. You'll lead and participate in internal and external meetings including key stakeholders and assist in leading performance management of property management operations. Your ability to multi-task, communicate effectively and tackle challenges will allow you to thrive in our fast-paced environment.

    Here's what you'll need :

    • Bachelor's degree in Construction Management, Business, or Resource Supply Management

    • 7 years of procurement, proposal writing related experience

    • Proven experience with public procurement, competitive bidding process, enforcing contracts and legal agreements and preparing a variety of contract documents

    • Experience in cost engineering functions, including cost estimating, cost control, change management, risk management, cost analysis and variance analysis

    • Ability to develop and evaluate project cost estimates and extended budget projections to identify and quantify critical budgetary, cost, schedule, technical, and programmatic risk factors

    • Program Management related experience

    • Experience with systems approach to managing financials, data and reporting such as oracle.

    Ideally, You'll Also Have:

    • AACE Certification a plus

    • Prior experience with public housing or other agency/governmental work setting

    • Prior managerial experience overseeing procurement staff

    The base salary range for this position is $125,000 to $150,000. This range reflects the minimum and maximum target for new hire salaries for the position. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training. ?
