    CAMPUS SPECIFIC INFORMATION

    The Office of Computing and Information Services (CIS) at the City University of New York (CUNY) supports the IT and telecommunications needs of CUNY's 25 colleges. CIS supports enterprise IT and applications, develops new technologies that advance the University's core mission, builds, upgrades and maintains the University's network, operates the University's Data Center and Service Desk and manages the processes that safeguard the University's IT assets and operates the SOC. Additionally, CIS develops disaster recovery plans for business continuity, maintains the security of the University's IT assets, and maintains the CUNYfirst Enterprise Resource Planning (ERP) solution that integrates student administration, financial management, and human resources operations across CUNY's 25 colleges. Lastly, CIS provides strategic and operational IT leadership with respect to the maintenance, enhancement, and expansion of the CUNY network spanning across all CUNY campuses.

    Reporting to the PMO Program Manager, the IT Project Manager leads a wide range of IT Projects including the full lifecycle of systems and development initiatives through the application of project management tools and methodologies. The incumbent will work with IT leadership and other functional managers to initiate, drive projects, and reach consensus on project scope and deliverables, including managing the project schedule, scope, issues, risks, resources, and vendors assigned to projects.

    Key responsibilities include, but are not limited to:

    • Spearheads diverse projects encompassing application development, software, and hardware deployment or decommissioning, and implements Commercial Off-The-Shelf (COTS) or custom products.

    • Organizes and participates in meetings with stakeholders to gather project requirements, documents business requirements, technical solutions, and designs; establishes and maintains use of project plans, including baseline targets and forecasts tasks; ensures projects are executed within agreed schedule, budget, and scope.

    • Plans, leads, and documents project team meetings including communicating timeline changes and sharing pertinent information; monitors project changes and adjusts schedules as necessary; collaborates with project team to track, analyze, and mitigate project risks and addresses project issues; recommends improvements and advocates for change requests.

    • Develops workflow process diagrams and creates milestone charts, dashboards, and project team reports for senior management and other stakeholders; maintains documentation accessible through PMO team apps/sites.

    • Oversees project-related coordination of testing and training activities, quality assurance reviews, and change management approvals; supports clients in preparing for User Acceptance Testing (UAT); assists clients during UAT, including script review, test cycle scheduling, script execution, and reporting test results/defects to project stakeholders and management; follows up to ensure defects are resolved; performs an initial review of the application before handing it over to stakeholders.

    • Communicates with project stakeholders, including sponsors, steering committees, user community, and team members; maintains consistent communication with stakeholders to promptly address issues and escalations to management as needed.

    • Analyzes business processes across the organization to identify inefficiencies and inadequacies; serves as a liaison between business stakeholders, management, customers/end users, and the software development and information technology team conveying stakeholder needs and business requirements into software/technology requirements.

    • Generates timely reports on deviations from approved project baseline and facilitates problem resolution and escalation including assignment of special ad hoc requests, projects, initiatives, and other related duties; may involve traveling to work locations in any of the 5 boroughs and/or providing on-call support after standard business hours and/or weekends, as required.

    NOTES

    1. Until further notice, this is a hybrid position, eligible to work remotely and work on-site in the office.

    2. This position is excluded from union representation in the collective bargaining unit.

    3. An appointment to this Competitive title/position in the Classified Civil Service Title Series will be made with a Provisional status. Employees in provisional status must pass a competitive civil service examination and be appointed from a civil service list to remain in the title/position.

    MINIMUM QUALIFICATIONS

    Six (6) years of progressively responsible full-time paid information systems technology experience,at least eighteen (18) months of which shall have been in an administrative or managerial capacity in the areas of computer applications programming, systems programming, information systems development, data telecommunications, data base administration or a closely related area.

    Education at an accredited college or university may be substituted for the general information systems technology experience at the rate of one (1) year of college for six (6) months of experience up to a maximum of four (4) years of college for two (2) years of experience. In addition, a master's degree in computer science or a closely related field from an accredited college or university may be substituted for an additional year of the general information systems technology experience. However, all candidates must possess the eighteen (18) months of administrative or managerial experience described above.

    Experience in an administrative capacity must include, but is not limited to, responsibilities such as: monitoring an IT budget; reviewing and approving IT procurement and invoice payments; reviewing and approving contracts with vendors; monitoring and approving IT projects; setting standards and best practices; risk evaluation (e.g., security, reputational, operational); organizational development; chairing or participating in IT Governance and Advisory committees; and/or overseeing vendor relationship management.

    Experience in a managerial capacity must include, but is not limited to, responsibilities such as: strategic planning for an office/division; creating and implementing policies; setting standards and best practices; defining and documenting project scope; root cause analysis with recommendations; collaborating with other managers and executives to define future state of IT program; and/or forecasting.

    The following types of experience are not acceptable: superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of a word processing package; use of a hand-held calculator; data entry; operation of data processing hardware or consoles.

    OTHER QUALIFICATIONS

    The ideal candidate will demonstrate or possess

    • 3+ years of extensive experience deploying Microsoft 365 suite of productivity applications

    • Proficiency with all Microsoft Office tools, including Word, Excel, Visio, and PowerPoint, particularly in Microsoft Project

    • Knowledge and proficiency in system development life cycle (SDLC) methods and processes

    • Demonstrated ability in multitasking under tight deadlines, managing multiple competing and sometimes conflicting priorities, stakeholder expectations and requirements, to champion ideas and solutions

    • Excellent interpersonal skills, reflected in the ability to build an exceptional rapport and cooperative partnerships with internal and external stakeholders including but not limited to: unit staff, subject matter experts, technical staff, administrators, faculty, and students

    • Outstanding communication skills with the ability to facilitate group discussions and communication, effectively articulate client needs, collaborate, and lead presentations within the management structure to diverse groups of technical and non-technical stakeholders

    COMPENSATION

    The salary range is $120,000 - $125,000; commensurate with education, credentials, and experience.
