    Position overview:

    SLAC National Accelerator Laboratory's Business Services Division has an exciting opportunity for an experienced Senior Finance Manager as the Deputy Budget Officer.

    In this position, you will provide oversight and strategic direction for the financial and business activities of the Laboratory's Indirect Mission Support teams to include Deputy Director of Operations,

    The Deputy Budget Officer reports directly to the Budget Officer and leads a team of financial analysts (2) to help ensure project and indirect costs align with DOE and University policies. This role assist the Budget Officer in the day-to-day responsibility for planning, implementing, managing, overseeing the laboratory's budget activities and reporting, and in some cases be the responsible owner.

    Additionally, you will have the opportunity to apply a variety of skills ranging from providing highly complex financial analysis, performing budget to actual cost analysis, translating financial information from multiple systems into actionable resource loaded plans to supporting strategic planning efforts around multiyear funding and cost forecasts. You will leverage advanced level knowledge in Generally Accepted Accounting Principles and Enterprise Resource Planning and financial systems to provide management decision support, support improvement processes, and ensure consistently reliable, timely and compliant financial reporting.

    This position is expected to maintain an effective and engaged working relationship across all finance functions at SLAC (peers within and outside of the team, finance managers, cost account managers (CAMS), Principal Investigators, directorate management, Controller's Office, etc.), Stanford University, Department of Energy (DOE), DOE Service Centers, and DOE Site Office. The ideal candidate is skilled in supporting complex, technical finance functions and highly analytical, complex controls and compliance.

    SLAC is a U.S. Department of Energy (DOE) laboratory operated by Stanford University and based in Menlo Park, CA. Given the nature of this position, SLAC is open to on-site and hybrid work options.

    Your specific responsibilities include:

    • Manage staff responsible for complex finance and control functions and manage overall finance operations for several functional units or within a school.

    • Manage the work of other employees, make hiring decisions, provide coaching, training, and mentoring, manage performance, determine staffing needs, develop, and ensure succession planning within area of responsibility.

    • Assist in the execution and communication of budgets, operational plans, and strategy for area of responsibility; provide information and context to SLAC leadership.

    • Assist in partnering with leadership team to establish the appropriate programs to ensure controls are created and maintained to safeguard assets.

    • Identify and resolve unique problems of substantial significance that affect the overall functional area, beyond the immediate unit and advise impact on financial issues, compliance, and risk management.

    • Manage organization's financial activities and structure; develop system and procedure requirements to support the financial reporting for the organization.

    • Contribute to designing, developing, and delivering complex policies and procedures with both short- and long-term impact.

    • Assist in translating technical accounting data models into reporting deliverables for reporting requirements.

    • Collaborate with other colleagues on projects; design and execute an effective system of internal controls for areas of responsibility; establish operational objectives to support the university's and Department of Energy's stewardship of resources.

    • Engage in continuous critical analysis of existing systems and processes; identify need for new systems, and develop and present proposals.

    • Lead complex, high-visibility process redesign and innovation projects; develop, implement, and participate in major initiatives.

    • Manage the SLAC Laboratory annual unrestricted budget request and forecasts.

    • Represent the budget office and SLAC within the context of the role, to external constituencies.

    To be successful in this position you will bring:

    • Master's degree and six years relevant experience or combination of education and relevant experience.

    • Advanced knowledge of Microsoft applications - Excel, Word, and PowerPoint as well as applications such as Tableau, Workday Adaptive, Oracle financial systems.

    • Advanced understanding of financial principles.

    • Ability to clearly and effectively present information to internal and external audiences, client groups and all levels of management.

    • Advanced oral and written communication skills. Able to influence people, solve problems, trouble shoot, think creatively, and resolve conflicts at all levels of management.

    • Strong analytical skills to review and analyze complex financial information.

    • Combination of national laboratory and commercial business unit profit/loss, revenue and forecasting experience for timely reporting and analysis.

    • Knowledge and ability to apply, interpret, and implement GAAP and CAS.

    • Strong leadership and management skills with previous experience managing people, delegating workload, and providing direction/corrections as necessary.

    • Knowledge of property management requirements related to Stanford or non-Stanford title of equipment and fabrications.

    • Demonstrated competency in project management of a high volume of work, some of which is cyclical.

    • If managing sponsored projects, ability to manage post and pre award administration for sponsored projects within his/her unit. Knowledge and fluency of governmental regulations and Cardinal Curriculum level I and II.

    • Knowledge of procurement needs, including sole-sourcing, cost analyses, vendor requirements, and small business reporting.

    • Experience working successfully with PIs, their administrative staff, the office of sponsored research and external sponsors.

    • Demonstrated success in performing meticulous, high quality and compliant work.

    • Ability to interpret complex research and fiscal policies, assimilate information from a wide range of resources and act like a mentor and resource to others.

    The expected pay range for this position is $147,000 - $196,000 per annum. SLAC National Accelerator Laboratory/Stanford University provides pay ranges representing its good faith estimate of what the university reasonably expects to pay for a position. The pay offered to a selected candidate will be determined based on factors such as (but not limited to) the scope and responsibilities of the position, the qualifications of the selected candidate, departmental budget availability, internal equity, geographic location, and external market pay for comparable jobs.
