    POSITION DETAILS

    The Office of Computing and Information Services (CIS) at the City University of New York (CUNY) supports the IT and telecommunications needs of CUNY's 25 colleges. CIS supports enterprise IT and applications, develops new technologies that advance the University's core mission, builds, upgrades, and maintains the University's network, and operates the University's Data Center and Service Desk. Additionally, CIS manages the processes of safeguarding the University's IT assets and operates the SOC, develops disaster recovery plans for business continuity, maintains the security of the University's IT assets, and maintains the CUNYfirst Enterprise Resource Planning (ERP) solution that integrates student administration, financial management, and human resources operations across CUNY's 25 colleges. CIS provides strategic and operational IT leadership with respect to the maintenance, enhancement, and expansion of the CUNY network spanning across all CUNY campuses.

    Reporting to the Vice Chancellor and Chief Information Officer (VC/CIO), the Executive Director of the CIS Business Office will oversee complex IT procurements, IT budget management, and IT vendor contract management. Leading a high-performing team of CIS Business office staff, the successful candidate will be responsible for optimizing costs, ensuring IT vendor performance, and contributing to the overall efficiency and effectiveness of the IT function.

    Key responsibilities include, but are not limited to:

    • Collaborates with IT leadership to understand technology needs and forecast future requirements of the CUNY enterprise; develops and implements a comprehensive IT strategy aligned with organizational goals that ensures compliance with regulatory requirements and industry standards.

    • Works with IT leadership to determine and recommend effective procurement strategies for IT solutions requiring an understanding of NYS Office of the State Comptroller procurement restrictions and requirements, capital eligibility and NYS Office of General Services procurement guidelines.

    • Oversees the creation, review, and management of IT-related contracts and agreements in partnership with the University Office of the General Counsel and Office of Procurement or the procurement office of the Dormitory Authority of the State of New York (DASNY) as appropriate.

    • In coordination with the University Office of Procurement or DASNY procurement, oversees the evaluation and selection of vendors based on cost, quality, reliability, and other relevant criteria. Identifies and assesses potential risks associated with vendor relationships and/or procurement activities.

    • Conducts regular market analyses to stay informed about industry trends and pricing; identifies opportunities for cost savings and efficiency improvements in the procurement process; develops and implements cost control measures while maintaining quality standards.

    • Cultivates and manages relationships with key IT vendors, monitoring vendor performance, addressing issues and fostering collaboration and communication to ensure vendor compliance with contractual obligations, terms, and conditions.

    • Regularly evaluates and enhances IT related procurement processes for effectiveness and efficiency; directs implementation of best practices to streamline workflows and reduce procurement cycle times.

    • Works closely with finance teams to track and report on IT expenditures, providing regular updates to senior management, fostering a collaborative and results-oriented culture within CIS and CUNY.

    • Directs the administration and management of the University's capital budget including working with CIS leaders to develop plans, prepare, and submit capital funding requests and oversee management of capital budget procurements and budget status.

    • Actively participates in University IT Steering Committee and CIO Counsel meetings to support, guide, and facilitate effective collaborative IT procurement strategies.

    • Serves as a University expert resource on matters related to IT procurement and budgeting.

    • Directs and oversees the preparation of IT related resolutions for presentation to the CUNY Board of Trustees.

    NOTE

    Until further notice, this position is eligible to work remotely and work on-site in the office.

    QUALIFICATIONS

    Minimum

    This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a Bachelor's degree and eight years' related experience.

    Preferred

    • 10+ years of progressive experience in IT procurement and vendor management in the public sector with a proven record of successful vendor negotiations and cost optimization

    • Strong knowledge of IT contracts, licensing, legal considerations, NYC and NYS IT procurement processes, and DASNY capital processes

    • Excellent communication, interpersonal, and leadership skills, with a proven ability to understand key IT industry-standard and procurement concepts and communicate effectively with technical staff, business stakeholders, and senior management to enhance understanding and drive decisions that lead to positive outcomes

    • Strong analytical, data-processing, and critical thinking skills

    • An understanding of strategic business objectives and the ability to drive results toward those objectives

    • Proven organizational skills with acute accuracy and attention to detail; ability to perform under pressure, while managing multiple priorities with competing demands for resources

    COMPENSATION AND BENEFITS

    The salary range is $200,000 - $210,000 ; commensurate with qualifications, experience, and education.
