Under general supervision of the Project/Operations Manager, performs a variety of routine and non-routine financial and administrative tasks in support of the DOL Job Corps Engineering Support Contract. This analyst position requires the individual to identify trends and root causes from quantitative/qualitative datasets, exercise good judgment, take the initiative in order to work within established budgets. Project/Operations Manager provides guidance in completing non-routine assignments.
As directed by the Project/Operations Manager:
Reviews approved funding requests from Job Corps Center operators for clarity, coordinates with internal team to refine as needed.
Uses the Job Corps "CRA Funding Application" to process approved Job Corps facilities deficiencies for funding.
Tracks and uses the Job Corps emergency funding budgets for accuracy and coordinates with Job Corps Center operators to refine and/or replenish as needed.
Maintains multiple national databases to ensure Job Corps Center contact and contract dates are accurate and current.
Conducts ad-hoc analysis of performance management and project data using Microsoft Excess or Access.
Analyze construction project change orders to determine trends, cost drivers and develop written recommendations to managers and leadership.
Collects and consolidates performance data to inform an automated performance management reporting tool for the purpose of evaluating contractual compliance and areas for improvement.
Prepares standard financial reports on a recurring and/or ad hoc basis.
Originates correspondence and reports not requiring the personal attention of Project/Operations Manager.
Performs other responsibilities associated with this position as may be appropriate.
Develop post mortem reports on completed construction and architectural projects to assess project performance via stakeholder interviews and analysis of schedules and costs.
Bachelor Degree in Business Operations, Business Management, Finance, (or equivalent) and up to 3+ years of related work experience.
Critical thinking, quantitative analysis, organizational, interpersonal, and good written/verbal skills are required. Proficiency in MS Office with expertise in Microsoft Excel, PowerPoint and Word is required.
